Army Retaliation - Phil Howard 2015
As I've stated previously I disapproved (twice) the Black
Hawk (HU-60 & MH-60) and Apache (AH-64) T700-701D engine Full-Authority
Digital Electronic Control (FADEC) control software that I have been overseeing
for 9 years which Phil Howard ordered me to approve. When I did not approve it I was called into
his office with him announcing he no longer had work for me and I would find
myself on the sidewalk (See previous postings).
I was stripped of all work for over a year. About a year later I met with Phil for my
yearly performance appraisal having submitted my accomplishments as required.
Phil stated where are your accomplishments to which I stated I was not given any
work. Phil replied "That's your
problem." You may be questioning
the reality of the government let someone sit idle for over a year. This
posting is to prove this fact. Posted
below is my Performance Objectives Worksheet I submitted. This document was officially signed by both
William (Bill) Craig and Phillip Howard. As you can observe on the Employee
Accomplishment Page (Page 3 below) it states, "It is important to note
that I was not assigned any (i.e. zero) technical or engineering task during
this entire assessment period."
Stating explicitly that I was not assigned any work for the last years
which is officially signed by both William Craig and Phil Howard. You might ask about the accomplishments provided, as did Phil, and my explanation was these are things I
normally did listed but caveat with "as applicable" because
although I was not given work I would have accomplished the tasks if I have
been therefore I labeled them "as applicable."
Applicable if proved the work to do but I was not given any work to do
by Phil. Also as proof I had all my charges which where to overhead
funding which would have normally been to the Black Hawk funding if I would
have been given work. So both my
supervisor and the Director of the organization signed off on the statement I
had not been given work for the course of a year. As you can see on the Performance Appraisal
sheet (page 4 below) my rating was a B.
I had received an A the year before, as well as all my years perilously
working for the Army.
Based on this
reduction due to "fact" I could not show any accomplishments for the
year, how could since I was never given work, I filed a grievance against Phil
Howard. An important point, one which I
raised during my grievance to which Bill Craig and Phil Howard maintained I was
given work was three days after I filed my grievance based on the fact I was
not given work Phil Howard sent me a email assigning me to work the CH-47
Chinook helicopter CAAS software. IF I actually
had work as Phil Howard and Bill Craig maintained why did they have to assign me
to the Chinook program? They wouldn't
of course. I discovered what a farce the
grievance process actually was. The Army
ruled that I was provided work. This
decision was made by Darrell Quarles Director AMRDEC S3I Directorate. Now IF the process had been followed as
delineated by Agreement Between the Army and the Union stated in Article 47
Grievance and Arbitration Procedure I would then been allowed to proceed to
Arbitration and I would have been allow to present my case to a neutral
arbitrator. This did not occur because I
was not allowed to go to Arbitration by the Army or the Union . It is easy to figure out why Army did not
allow it. The Union
did not allow it because I was not a member of the Union . A very nice and helpful young lady name Dorthea
Yarbrough was assigned as my Union representative to assist me with my
grievance. She later informed me that
Abner Merriweather president of AFGE Local 1858 explicitly stated to her that I
would not be allowed to go to arbitration because I was not a member of the Union . Over time it became very clear that the Union
was there to only represent Union members although the Union
is suppose to represent all employees. I
was not a paying member of the Union therefore I would
be allowed to go to arbitration. The Union
having no more integrity that the Army and only there for a buck. This was not the last time this happen but
occurred again the next year when I file once again against Phil Howard despot
actions which continued to occur up to the point he finally succeeded in removing me
from the government through Susan Davis. My Performance Appraisal is provided
below documenting the fact that I was not provided any technical work during
that appraisal period signed by both Phil Howard and Bill Craig. Phil Howard stripped me of work for
disapproving the FADEC software for none compliance with DO-178B which was
specified in the contract with General Electric. I never found any integrity in either the
Army or the Union during my years of service but quite
the opposite. I refused to sign off on
the final appraisal. Both individuals
Phil Howard and Bill Craig blatantly lied in meetings claiming I was
provided work. Neither with any morals
or ethics which permeates throughout Army management. Susan Davis is another example of an Army
manager who also has absolutely no qualms about lying and is without a shred
of ethics which I will provide farther evidence of in the future postings. I will also be providing more examples of the
lack of Army integrity involving current FOIA requests submitted to the Army.
